g and leading the negotiations and overall administration of contracts.    The incumbent provides day-to-day operational and management oversight and direction to contract specialists/purchasing agents.  Using the Federal Acquisition Regulation, Comptroller Decisions, all applicable laws, statutes, policy and guidance, as well as best business practices, the incumbent guides and oversees the procurement program that uses both Federal Appropriated funds and private funds.   The incumbent develops and manages procurement training for the Office of Procurement and Contracts staff members, and all Gallery staff members assigned acquisition duties, to meet Federal policy and guidance.  Assists the Administrator in responding to inquiries from the Director, Executive Officers, the Board of Trustees, OMB and Congress.  Manages the Gallery's Financial Management System to generate contracting actions, reports and related data inquiries.  QUALIFICATIONS REQUIRED:Candidates must provide
